Delaware lawmakers introduce amendment to restore voting rights for disenfranchised Delawareans
Sen. Kyle Evans Gay and Rep. Kerri Evelyn Harris introduced an amendment to the state Constitution on Thursday that would restore voting rights to all Delawareans who have completed a prison sentence on felony charges. The amendment also would remove outdated limitations on voting contained in the state’s founding document that has been ruled unconstitutional by the U.S. Supreme Court.
A new generation of legislators
A bi-partisan group of young Delaware legislators have formed a new caucus in the Delaware General Assembly aimed at encouraging collaboration across the aisle on issues impacting younger Delawareans.
It's called the Delaware Future Caucus and it was organized with the assistance of a national organization called the Millennial Action Project.

Rent reporting pilot program will be created from ARPA funds
Some of the state’s American Rescue Plan Act funding is going towards a rent reporting pilot program with the goal to help low-income renters in Delaware build credit. State Sen. Kyle Evans Gay partnered with the Delaware State Housing Authority to get $200,000 in funding for the pilot program.
Del. Senate Passes Legislation to Protect Gender Equity in Automobile Insurance Pricing
DOVER, Del.- The state Senate on Tuesday passed legislation to prohibit insurance companies from considering a Delaware driver’s sex, gender, or gender identity when calculating the price of an automobile insurance policy.
“The prices that Delawareans pay for car insurance should be based on how they drive, not who they are,” said Sen. Kyle Evans Gay, D-Talleyville, the prime sponsor of Senate Bill 231. “As elected leaders, we have a responsibility to ensure our communities are being treated fairly, especially when that means dismantling pervasive disparities built into our everyday lives.”

Delaware is now the 25th state to allow candidates running for office to use campaign funds for childcare. State Sen. Kyle Evans Gay has two daughters and says she came to Dover with the mindset of not only representing District five, but also the interests of struggling Delaware parents everywhere. She says having the perspective of a parent is important in the state legislature, and this new law will help bring more people with that perspective into the General Assembly.
New laws aim to improve early education in the First State

SB 169 updates and expands the definition of child care to include early education programs for children below the grade of kindergarten that are operated by public or private schools. "It makes equal our licensing requirements across the board so that families in Delaware when they're putting their children into an early education center know that the minimal health and safety requirements are going to be the same," said Gay.
