Kyle Evans Gay wins Delaware Democratic primary bid for lieutenant governor
State Sen. Kyle Evans Gay of Talleyville has won the Democratic nomination for lieutenant governor, according to the Department of Elections unofficial results for Tuesday’s contested primary.
Sen. Gay won with approximately 48% of the vote compared to 37% for state Rep. Sherry Dorsey Walker of Wilmington and nearly 15% for retired U.S. Army Colonel and Delaware Democratic Party Vice Chair Debbie Harrington of Middletown.

Legislators approve removing the death penalty from Delaware law
After an emotional round of debate Thursday, Senate lawmakers vote to remove capital punishment from state code.
The legislation follows a 2016 Delaware Supreme Court decision ruling the death penalty unconstitutional because it empowers judges, rather than jurors, to find the necessary facts to impose a death sentence.
Since that decision, Delaware has been unable to impose the death penalty, but it remains in state code. This legislation would change that.
Delaware lawmakers approve bill requiring Medicaid to cover abortion procedures
The Delaware General Assembly has approved legislation mandating private health insurers and Medicaid cover the cost of medication abortion.
The House passed the bill in May, and the Senate signed off on it this week in a party-line vote. It now heads to Gov. John Carney for his consideration.
If it becomes law, Delaware would join New Jersey and 16 other states that require funding for abortions under Medicaid, according to KFF, a health policy research and news organization.
Delaware Senate approves abortion access and information bills
The Delaware Senate passed two bills Thursday aimed at promoting safe access to abortion care and information.
Both measures — Senate Bill 300 and Senate Substitute 1 for Senate Bill 301 — were offered by Sen. Kyle Evans Gay, D-Talleyville, and passed along party lines, with the chamber’s six Republicans voting no.
On the same day the U.S. Supreme Court unanimously voted to maintain access to a widely used abortion pill, mifepristone — therefore rejecting a bid from antiabortion organizations and doctors to undo the Food and Drug Administration’s approval of the drug — state senators approved SS 1 for SB 301, which would create access to abortion medications for state university students.
